he dynamic of becoming green is major interest today around the world. In Korea, the President Lee Myung-bak
administrationhasmadeamajorpolicyinnovationthatgoinggreencanbeanimportantopportunityforKoreatoget
ahead.Theplanhasrecentlybeenconcreteandactive;articlesonenvironmentalpolicyhavebeenreportedeveryday
andevensomeshoppingmallshaveadvertisedthegreencampaignwithashoppingbasket.Itisquitedesirableandtheideaof
greenisswimmingwiththeglobalcurrent.ThegovernmenthasparticularlyfocusedonmakingKoreaabike-friendlycountryby
settingupmorebicycle-onlyroadsinlinewiththegreengrowth.
Thegovernmenthasannouncedthecreationofanationwidebikepathaspartofthe¡°GreenNewDeal¡±by2020asbicyclesare
considered as important driving forces of going green. About a 3,000 kilometer bike trail will be built along the nation¡¯s
coastlinesconnectedtothemasterplanforthe¡°Four-RiverRestorationProject.¡±Intheplanisexpectedthatthenewlybuiltbike
laneswillhelpeachregionattracttouristsandaffectjobcreation.
Itisokaytomakeuseofbicyclesaseco-friendlytransportationforthepolicyofgoinggreen.Thereseems,however,thatthe
policymakersdonotunderstandthepracticaluseofbicycles.Bikesareusednottotravelacrossthecountrybuttocommuteshort
distances.Itistotallyforpolicyadvertisementthatmakesthepeopleridebicyclesbybuildingbicyclelanesalloverthecountry
without considering practical use and the users. Creating a nationwide bike path in the provinces will not be used frequently,
exceptbytravelers.Instead,makinggooduseofbikesforenvironmentalpurposes,itismoreefficienttobuildbike-onlyroadsfor
peoplewhocommute,usuallyinthecities.Itneedstoexpandbikelanesindowntownareassothatbicyclescouldbecomeade
factocommutermeansindailylives.Infact,mostofthebikelanesinurbanareasarebuiltonsidewalks,makingitverydifficult
tobiketowork.Besides,therateofbuildingbike-onlyroadsisslow.Thegovernment¡¯scommentaboutthis,thatbuildingthem
inabigcitycostsalotofmoneyandcausestrafficproblems,doesnotmakesense.
Alongwiththegovernment¡¯sactiveperformance,severallocalgovernmentsarestrugglingtoplantobuildbike-onlyroads.
The local authorities make it mandatory to build the facilities, and have plans to increase the rate of people riding bicyclesas
transportation.Nevertheless,somepoliciesarenotbasedonanyessentialreasonsforpeoplenotridingbikesintheirlives.Asa
matteroffact,thenationalgovernment,aswellaslocalgovernments,havehadplanstoencouragepeopletoridebikesforalong
time.Thereasonwhytheplanshavenotbeenputintoeffectuntilnowisthatnoonewouldanalyzewhatthebikeridersreally
need, and the same mistakes keep being repeated still. The government announced a few days ago that apartment complexes
shouldconstructbikesafekeepingequipment.Theyfeelthattheseanti-theftdeviceswillhelptheuseofbikesincreaseinline
withthebike-ridingcampaigninthegreengrowthpolicy.Inreality,theroadsconditionthatfavorautomobilescausespeopleto
hesitateridingbikesonthenations¡¯roadssafely.Whatmattersisnotmakingparkinglotsforbikesbutrefurbishingtheroadswe
haveforsaferbikeriding.
Anotherpointthegovernmenthasmissedisthatthepolicyonbuildingbikeroadsacrossthecountrydoesnotrestonthepublic
opinion. The government thinks that it is more effective to get the people to take part in its policy after practicing it without
hearing people¡¯s opinions. The policy should not be the decision of a small group. Policymakers need to discuss the policy
thoroughly with a lot of people and investigate all things that may happen from the people¡¯s point of view. Then they can
completetheirplansonthebasisofworkingwiththepeople.Theirdirectionandorder,though,isreversenow.
Thegreenpolicyislinkedtotheenvironmentaswellasbeingaglobaltrend.Itshouldnotbeapoliticalevent.Itneednotbe
taken advantage of as a temporary campaign or performance, and it needs to be used to build accessible transportation
substantiallyinourdailylivesfromanenvironmentalaspect.Itistimetothinkoverhowtoridebikesmoresafelyandfrequently
inbigcities,nottobuildsomethingvisibleforpolicyadvertisement.ThegovernmentfortunatelyhasnotyetcrossedtheRubicon
awayfromenvironmentalism,fortunately,andthereisstillenoughtimetoconsidermattersongreenpolicycarefully.
