ot long ago on April 5th, Ukrainian President Volodymyr Zelensky¡¯s
emotionally-chargedspeechtookplaceataUNSecurityCouncilmeeting.
The speech came a day after Zelensky¡¯s visit to the newly liberated Kyiv
suburbofBucha,wheremassUkrainianciviliandeathshadoccurred.Inthespeech,
Zelensky called upon UNSC to act for peace, saying, ¡°Ukraine needs peace. We
need peace. Europe needs peace. The world needs peace.¡± Zelensky¡¯s impassioned
appeal for peace resonated with numerous parts of the world. Korea, of course, was
noexception.ManyKoreansextendedtheirheartfeltsupporttoUkraine,statingthat
theRussia-UkrainewarremindedthemofthetragedyoftheKoreanWar.Whatwas
interesting about this support, however, was that it was formed on the premise that
Koreaiscurrentlyatpeace,unlikeUkraine.However,whatthesepeopleoverlookis
that the term ¡®peace¡¯ is rather ambiguous, and therefore, it is difficult to determine
whether Korea is currently enjoying peace or not. Indeed, there is no clear-cut
definition for peace, and depending on how one defines the term, the conditions
requiredto¡®beatpeace¡¯cangreatlyvary.
To begin with, in many cases peace refers to an absence of physical or direct
violencesuchaswar.Thisrelativelynarrowdefinitionofpeaceismostintuitiveand
widely used among people. Often referred to as ¡®passive peace¡¯ or ¡®negative peace¡¯
by irenologists, this form of peace is achieved when physical violence is no longer
observed.ThepeaceZelenskycalledforinhisspeechcouldbedeemedasanexample
ofpassivepeace.IfaceasefirebetweenUkraineandRussiabecomesenacted,passive
peacewillensueinUkraineasthecountrywillnolongerbeinastateofwar.Passive
peace in this respect is closely related to national security. Without resolution of
national security problems, it is impossible to establish passive peace. As passive
peace directly correlates with the very survival and existence of nations, it should
