because of financial difficulties. Oh Tae-suk, the head of Mokwha repertory, and his members
have their homes mortgaged in debt. Originally the expiration of the theater's contract is due in
next January, but the new owner of the building raised the rent without any notice. Not only the ¡°Mokwha
repertory,¡±butalsomanytheatersinDaehaknoaresufferingfromfinancialdifficulties.
There are more than 100 theaters in Daehakno. Having more than a hundred theaters in one local street is no
wheretobeseenintheworld.Moreover,Daehaknowasassignedasa¡°culturalzone¡±forculturalperformancesand
artworksthreeyearsagobyboththeCultureandTourismMinistryandSeoulCity.ItsoundsasifKoreantheatrical
cultureisveryactiveatDaehaknowiththesupportofthegovernment.However,isthistrue?No,Daehaknoseems
tobeveryfarfromrealculturenowadays.HaveyoueverbeentoDaehaknotoseeamusicaloraplayatasmall
sizedtheater?Althoughtherearesomanytheaters,mostofthetheatersareunknown,andtheinterestofthemajority
ofviewersisfocusedonbigsizedcommercialperformancesorcomedyshowsthathandedoutdiscountflyers.
The theatrical people say that the government¡¯s policy have ruined Daehakno. They also say that the
government'spolicyinmakingthe¡°culturalzone¡±seemedtogivemuchbenefactionsuchasthe50percenttaxcut
andcheapcreditloan.Howeverthepolicyhasresultedintotheraisinglandcostoftheregion,Itisunavoidablethat
thereisthefrictionbetweenrentersofthebuildingandlandlordssincethelandlordswishtomakemoreprofitby
rising rent. Many buildings we can find are not theaters anymore but pubs and bars. While such negative effects
havebeenoccurringthelastthreeyears,whathasthegovernment,whichmadeDaehaknoaculturalzone,done?
Nothing.Ithasbeenonthesidelinesallthistime.IfitwantedDaehaknotobetherealareaforculture,ithadto
constructasystemofinfrastructuretoprotectthetheaters.Theresult,however,isfromirresponsibility,indifference
andincompetenceofthenominalpolicy.
Owingtotheirresponsiblepolicy,Daehakno,whichoriginallymeanstheareaforcollegestudents,islosingits
meaningindeed.Also,itistantalizingtoseethetheatricalpeoplelosingtheirownplace.Itwouldbeasolutionthat
SeoulCity,whichassignedDaehaknoasaculturalzone,bringanewsystemoftaxationormakeanewlawthat
keepDaehaknoasapureculturalarealikethegreenbeltlaw.Ifsuchgovernmentalpoliciesacquiremanyareasand
offerreasonablepricetotheaters,itwillbeanothergoodalternative.
Cultureisagoodwaytoshowourstandard.Thegovernment'sattemptwastomakegoodculturalplaces.The
attempt,however,shouldn¡¯tendjustasanattempt.Theremustbefollowingeffortsforimprovement.Hopefully,the
governmentwillactasamediatorbetweenrealculturalplacesandthepeoplefromnowon.
