TheYoonSuk-yeolgovernment¡¯sreservedstancetotheDokdoterritorialissue,whichresurfacedwiththeformalization
oftheEastSea¡¯snotationbytheU.S.Bidenadministration,revealsadivergencefromthepreviousadministrationinits
approachtoSouthKorea-Japanrelations.TheYoongovernmentheldaSouthKorea-JapansummitinMay2023aiming
to mend the strained relationship between the two nations. In contrast to the previous administration, which has been
reluctant to talk about the Quad, the Yoon government has also stated that it will actively pursue security, economic,
technological, and diplomatic cooperation with the Quad. This means that the emphasis of the Yoon administration¡¯s
diplomaticstrategyistostrengthenthealliancewiththeU.S.andultimatelystrengthencooperationbetweenJapanand
theU.S.However,ProfessorWooopines,¡°WiththegoalofrestoringorresettingSouthKorea-Japanrelations,theYoon
government has not proposed any concrete measures, which is evident in its passive response to the Dokdo territorial
issue.¡±Shecontinues,¡°RespondingwiththeexpectationthattheJapanesegovernment¡¯spositiononDokdomaychange
willdefinitelynotresultinachange.¡±ThissuggeststhepotentialriskthatiftheSouthKoreangovernmentdoesnottake
decisive actions to address the Dokdo issue, it may be influenced by Japan¡¯s assertion of deterrence. It is evident that
Japan,whichhasbeenmakingmeticulouseffortsfromvariousanglestomakeDokdoaninternationaldisputezonefor
alongtimeandtocreateafavorableinternationalenvironmentinsupportofthisagenda,ishighlyunlikelytoretractits
territorialclaimsandbeswayedbyitsfriendlyrelationswithSouthKorea.
5.Prospects
TheDokdoissueremainsabilateralcontentionbetweenSouthKoreaandJapan.However,theU.S.,strivingtomaintainits
influenceinNortheastAsiabyleveragingitsstrategicrelationshipwithbothSouthKoreaandJapan,inevitablymonitors
the situation closely due to the substantial tensions surrounding Dokdo. Meanwhile, South Korea has adopted a more
passive approach, anticipating a shift in Japan¡¯s position. Nonetheless, Japan¡¯s assertiveness and provocations regarding
Dokdo have escalated significantly, resulting in a more pronounced pattern of behavior. In response, Professor Woo
expressesconcernaboutJapan¡¯sstance,saying,¡°JapanwillcontinuetomakeDokdoadisputearea,keepingtheterritorial
rights of future generations regarding Dokdo in mind.¡± Therefore, South Korea¡¯s approach to the Dokdo issue should
extendbeyondemotionalresponsesandnecessitatesproactivesteps.ProfessorWooadds,¡°AskingtheU.S.,asathirdparty,
toclearlyrepresentSouthKorea¡¯spositionontheterritorialissueisnottheanswer.Regardingtheterritorialaffairsofother
states,theU.S.shouldtakeaneutralstance,ratherthanactingasajudge.¡±Itisimportanttocloselymonitortheinternal
andexternaldynamicssurroundingDokdo.Bothgovernmentandnon-governmentalentitiesshouldcollaboratetobuildan
internationalnetworkfocusedonDokdoandworktowardstandardizingtheinternationalrecognitionofDokdo¡¯sname.
ForthepeopleofSouthKorea,DokdoisnotmerelyasmallislandoffthecoastofEastSea.Dokdoisasymbolof
SouthKorea¡¯ssovereigntyandservesasatestofitsintegrityinrelationtoJapan.TheDokdoissueextendsbeyonda
mereterritorialdispute;itisacomplexissueinvolvingthepoliticalanddiplomaticpositionsofvariouscountries.The
factthatDokdoistheterritoryofSouthKoreaisclear,butitisnecessarytodefendtheterritorialintegritystipulated
by the Constitution. The government should strongly protest against misrepresentation and defend itself against
externalchallenges.Marineterritoryisnotsomethingthatcanbearbitrarilycededbytheauthorities;itisanelement
thatmustbesafeguardedintheinterestofcollectivesovereignty.
